The svn roadmap http://subversion.tigris.org/roadmap.html does include this (I think) in the long term:

but not right at the moment.

At the moment svk is what you are looking for as I see it.

		<description>If you are using Eclipse 3.2, install the version of Subclipse that we are working on for that version (1.1.2).  See:

This version of Subclipse lets you assign key-combos to Commit, Update and Synch.  You assign key combos in the Eclipse preferences.

Supporting key-combos in Eclipse is actually pretty difficult.  Anyway, hope this helps.

PS - There is support for something called changesets in the Subversion trunk.  It is not local commits, but it does let you organize your work in changesets and commit then as such later.</description>
